中信证券：双碳考核挂钩干部任免，压实绿色转型主体责任
36氪获悉，中信证券研报称，2026年4月23日，中共中央办公厅、国务院办公厅印发《碳达峰碳中和综合评价考核办法》，首次将碳排放双控要求纳入党内法规体系，标志着双碳工作从顶层设计阶段迈向制度刚性约束阶段，实现从能耗双控到碳排放双控的系统性切换。《办法》构建了5项控制指标和9项支撑
